To turn your iPhone or iPad off, just press and hold down the power button until the ‘Slide to Switch Off’ slider appears. Slide it towards the right and the device should turn off soon. To do that you need to go to Settings -> General > Reset -> Reset Network Settings. After that, you will need to reconnect to your favorite WiFi network and try again to open App store.
